The visa processing fee is an administration fee. It is not refundable if your application is either withdrawn or refused.

For all visa applicants residing in China (including Hong Kong and Macau) and Mongolia
The Irish Immigration Service has outsourced the function for collection and return of visa applications in China and Mongolia to VFS Global. You must use the service of VFS Global to submit your visa application in China and Mongolia.
You will be required to pay a service charge to VFS Global. This fee is separate to the visa processing fee.

Beneficiary of Directive 2004/38/EC (the 'Free Movement Directive')
If you are a beneficiary of Directive 2004/38/EC (the 'Free Movement Directive') that is a 'qualifying family member' of an EU/EEA/Swiss Citizen, you are required to attend a Visa Application Centre (VAC) for the purpose of providing your biometric information. You will be required to pay the service charge at a reduced rate.

Multiple Journey Visa
The issuance of a multiple journey visa will be at the discretion of the Visa Officer. If you apply for a multiple journey visa but are only granted a single journey, the difference in cost cannot under any circumstances be refunded to you.
