Evaluation of the Nutrition and Food Security Outcomes of the Sierra Leone and Liberia Mission Strategies 2019–2023
The foundations of the Mission Strategies for Sierra Leone and Liberia 2019–2023 are built upon the priorities across the five pillars of Global Island: Ireland’s Foreign Policy for a Changing World: Our People, Our Values, Our Prosperity, Our Place in Europe, and Our Influence, as well as A Better World, Ireland’s Policy for International Development.
Ireland’s strategy in Sierra Leone and Liberia builds on Ireland’s previous support to improving nutrition and food security. It aims to improve nutrition by contributing to the integration of nutrition services into primary health care, building community awareness, strengthening community nutrition services, and promoting food security through increasing the availability of a diverse and nutritious diets.
The purpose of the evaluation is to provide an independent, evidence-based assessment of performance for accountability and to capture the lessons learned on the nutrition and food security outcomes of the two Mission Strategies. The OECD-DAC criteria of effectiveness, relevance, and sustainability of programming were the main evaluation domains for Sierra Leone, while the evaluation of Liberia’s Strategy focused on effectiveness and relevance.
While the period under evaluation and the recommendations in this report relate to the 2019-2023 strategy period, the Embassies’ work in both countries has been advanced under the auspices of new Mission Strategies. Story map The evaluation process is detailed in this narrative report.
